AI Governance: Moving From Policy to Practice


I’ve read a lot of AI governance policies. Most are well-intentioned documents that sit in shared drives while AI development happens without reference to them.

The gap between having governance principles and actually governing AI use is where most organizations struggle.

Accountability structures. Who’s responsible when something goes wrong? Clear ownership matters for both prevention and response.

Common Implementation Patterns

From organizations that have moved beyond policy documents:

Integration with development processes. Governance checks built into existing development workflows - part of design reviews, deployment checklists, release gates. Not a separate process that developers can skip.

AI registries. Central catalogs of all AI systems in production - what they do, what data they use, who owns them, what their risk classification is. You can’t govern what you don’t know exists.

Training requirements. People building AI need to understand governance requirements. Annual training or certification ensures awareness.

Incident response procedures. What happens when an AI system fails, produces harmful outputs, or behaves unexpectedly? Defined procedures ensure consistent, appropriate response.

Regular governance reviews. Governance frameworks need updates as technology evolves, regulations change, and organizational experience accumulates.

Making It Work in Practice

The organizations succeeding at AI governance share characteristics:

Executive sponsorship. Someone senior enough to ensure governance is taken seriously. Without this, governance becomes paperwork that gets ignored.

Reasonable burden. Governance requirements that are too heavy don’t get followed. Right-sizing for risk level matters. Low-risk applications shouldn’t face the same burden as high-risk ones.

Governance as enablement. Positioning governance as helping projects succeed rather than blocking them. Review processes that identify issues early save time later.

Clear owners. Specific people responsible for governance implementation, not diffuse responsibility that becomes no one’s responsibility.

Investment in tooling. Documentation templates, risk assessment tools, monitoring dashboards. Making compliance easy improves compliance rates.

The Regulatory Context

Governance isn’t just good practice - it’s increasingly required.

The EU AI Act is now in effect, with requirements for high-risk AI systems including documentation, testing, human oversight, and registration.

Industry-specific regulations in financial services, healthcare, and other sectors often implicitly require AI governance even without AI-specific rules.

For organizations beginning governance implementation:

Inventory existing AI. What AI systems are already in use? Many organizations are surprised by what they find. You can’t govern what you don’t know about.

Define risk tiers. What makes an AI application high risk versus low risk? Clear criteria enable appropriate governance levels.

Start with high-risk. Focus governance resources where risk is highest. Low-risk applications can follow later.

Leverage existing processes. Integrate with change management, project management, and development processes already in place. Don’t build parallel systems.

Build incrementally. Start with core requirements and expand. Perfect governance from day one isn’t realistic.
